Editor & Publisher reports on Chicago’s new anti-littering ordinance, which also targets free papers (see last week’s post):

“A Chicago law passed unanimously last winter to bar the indiscriminate door-to-door distribution of menus, brochures, and other advertising flyers also bans many circulation practices for free newspapers.”

Inside publisher Ron Roenigk discovered the language (one paragraph in a 48-page ordinance), and he reports this week on conversations with 1st ward Ald. Manny Flores, who sponsored the law. Asked about First Amendment rights, Flores said: “There has to be a balance between people’s rights and the additional cost to the city to clean this up.”
